Guide For Authors

Submission Guidelines

Initial submissions may be up to 8 pages. However, for the final submission, paper should be 6 pages long. Any page over 6 pages will be charged EUR 90 per page up to a maximum of two extra pages.

Papers must be submitted via the online paper submission system - see Submit Your Paper on the conference website - . Paper applications will not be accepted by email.

Conference papers should follow be structured as follows:

  • Title
  • Author(s)
  • Affiliation(s)
  • Keywords
  • Abstract
  • Introduction
  • Methodology
  • Results
  • Conclusion
  • Acknowledgement
  • References

Please ensure that you acknowledge the research project sponsor/funding agency where appropriate.

Papers should be formatted in accordance with the IEEE manuscript templates for conference proceedings.


All papers will be reviewed by at least three members of the Technical Programme Committee. Following review, authors will be informed whether their paper is accepted and, if accepted, whether it will be orally presented or presented as a poster. The Technical Programme Committee will select high quality papers containing original work.

Submissions will be judged on the following:

  • Relevance
  • Significance
  • Novelty
  • Technical Correctness
  • Experimental/Evidential Support
  • Clarity of Presentation
  • Reference to Prior Work and Publications
  • Compliance with the IEEE authorship guidelines such as those relating to multiple submission and originality of submitted work.

The Technical Programme Committee encourages submissions that include implementation or simulation aspects, along with theoretical analysis and design. There will be prizes for the best paper and the best poster presented at the conference.

Note that final acceptance is conditional upon registration of presenters by the Early Registration Deadline.

Accepted authors are requested to complete the following 5 tasks:

Task 1: Prepare and upload Your Final (Camera Ready) Paper

We require that you submit your final "Camera-Ready" paper in order to be considered for inclusion in the conference proceedings. All camera-ready papers will be published by IEEE eXpress Conference Publishing in the conference proceedings and IEEE Xplore Digital Library.

1. If you have not already done so, you can log on to the Ex Ordo system and view your review comments: http://issc2019.exordo.com/ You should take these comments into account when preparing your final camera-ready paper.

2. Please ensure that your final paper adheres to the guidelines as provided by the IEEE (https://www.ieee.org/conferences/publishing/templates.html).

3. Please proof read your final paper thoroughly to confirm no revision is required, including but not limited to:

  • Check your paper for spelling/grammatical mistakes.
  • Avoid using ALL CAPITALS in your paper title.
  • Paper should be 6 pages long. Any page over 6 pages will be charged EUR 90 per page up to a maximum of two extra pages.

4. You must add the relevant copyright clearance code to the bottom of the first page of the final document. If necessary, contact John Dooley at john.dooley at mu.ie. The appropriate copyright clearance code notice is to appear on the bottom of the first page of each paper according to the guidelines set forth in the Cataloging/Copyright Instructions for an IEEE Conference Proceeding.   • For papers in which all authors are employed by the US government, the copyright notice is: U.S. Government work not protected by U.S. copyright
  • For papers in which all authors are employed by a Crown government (UK, Canada, and Australia), the copyright notice is: 978-1-7281-2800-9/19/$31.00 (c) 2019 Crown
  • For papers in which all authors are employed by the European Union, the copyright notice is: 978-1-7281-2800-9/19/$31.00 (c) 2019 European Union
  • For all other papers the copyright notice is: 978-1-7281-2800-9/19/$31.00 (c) 2019 IEEE
5. Login to IEEE PDF eXpress and validate your paper is IEEE Xplore compatible. You can login to the IEEE PDF eXpress site (https://www.pdf-express.org/).
  • Log in to the IEEE PDF eXpress site
  • First-time users should do the following:
    • Select the New Users - Click Here link.
    • Enter the following:
      • 47065XP for the Conference ID
      • your email address
      • a password
    • Continue to enter information as prompted
  • An Online confirmation will be displayed and an email confirmation will be sent verifying your account setup.
    (Previous users of PDF eXpress or IEEE PDF eXpress Plus need to follow the above steps, but should enter the same password that was used for previous conferences. Verify that your contact information is valid.)
  • You may then submit your final document to PDF eXpress to check if it is compatible for publication on IEEE Xplore.
6. Provide IEEE Xplore-compatible PDF's to conference operations by clicking on the link below, log in (using the same email address you used to submit the paper) and click on the link to "Upload Final Draft for [PAPER TITLE]": http://issc2019.exordo.com/

Task 2: Assign Copyright to the IEEE

Copyright is collected through IEEE electronic copyright form and is done on the final accepted papers only. Authors will be provided with a link to an electronic copyright form at the last step in paper submission on the Ex Ordo system. Papers will not be published by the IEEE if the copyright assignment is not completed or if terms in the authorship guidelines are violated.

Task 3: Check Your Title, Abstract and Author Details

When submitting your final camera-ready paper, you will be prompted to check the title, abstract and author details of your paper. Please check that the details included in the paper match the details on the online form exactly. Please also check that the "presenting author" is correctly identified. This is the author that will attend the conference in June.

Task 4: Register to Attend

All presenting authors are advised to register and pay to attend the conference on or before the early registration deadline. Presenters that do not register on or before this date will have to pay additional charges and may have their paper removed from the proceedings altogether.
